Clarification on Applicability of Leave Rules to GSWS / VSWS Staff - Roc.No.22/58/2022-N Sec Date:15/12/2022
Sub: Ward Secretaries- Request for implementation of Leave Rules to Ward Secretaries by Grama Ward Sachivalayam Employees Federations/ Association – Rule Position – Circular Instructions issued - Reg.Ref:
- 1. G.O.Ms.No.286, dated. 07.11.2019 of MA & UD Department.
- 2. Circular No. 166/A/e- 1214980 dated 17.11.2021 of GVWV / VSWS Department.
- 3. Representation of Grama Ward Sachivalaya Employees Federation AP (Regd. No.138/2020), dated:24.08.2022.
- 4. Representation of AP Grama Ward Sachivalaya Employees Association (Regd. 13/2020) dated 29.11.2022.
Attention of all the RDMAs & Municipal Commissioners in the State is invited to the references cited, wherein, vide reference 3rd & 4th cited, Grama Ward Sachivalayam Employees Federation and Association have submitted a representation for implementation of technical services, all types of holidays & Free from work of PH Mestri.
2. Further, vide reference 1st cited, at Point No:15 Government MA & UD states the following:
In matters not covered by these rules, the members of the Service shall be governed by all rules applicable to government servants.
3. Also vide reference 2nd cited, GSWS department has issued a circular informs that:
“The GSWS Department is informed that the earlier view of this department is very clear and the same holds good, the employees of GVWV & VSWS Department are Government employees only: as was case with other department employees. All the rules in vogue are applicable to them also. As such issuing specific orders in this regard vide G.O.Rt.No.04, Dept., of GV/WV & VS/WS, dated:25.09.2020 does not required and accordingly the question of clarification as requested above does not require.
4. Further, Rule 17 of Andhra Pradesh Municipal General Subordinate Service Rules, 2019 states that “The Commissioner is competent to sanction all kinds of leave to the members of the service.”
5. Therefore, all the RDMAs & Municipal Commissioners are hereby informed that the employees of GVWV & VSWS Department are Government employees only and All the rules in vogue are applicable to them also. On the same lines, the Leave rules applicable to Government Servants shall also applicable to GVWV & VSWS Department employees also.
6. Hence, all the Municipal Commissioners in the state are requested to sanction the leaves to Ward Secretariat Employees including Ward Sanitation & Environment Secretaries as per Rule 17 of Andhra Pradesh Municipal General Subordinate Service Rules, 2019.
