గ్రామవార్డు, సచివాలయాల ఉద్యోగులకు ఎన్నికల విధులను అప్పగించేందుకు ఈసీ గ్రీన్ సిగ్నల్ ఇచ్చింది. ఇందుకు సంబంధించి ఏపీ ఎన్నికల ప్రధానాధికారి ముఖేష్ కుమార్ మీనా కీలక సూచనలు చేశారు.
ఏపీలో ఎన్నికలు సమీపిస్తుండటంతో కేంద్ర ఎన్నికల సంఘం కీలక ఆదేశాలు జారీ చేసింది. గ్రామవార్డు, సచివాలయాల ఉద్యోగులకు ఎన్నికల విధులను అప్పగించేందుకు ఈసీ గ్రీన్ సిగ్నల్ ఇచ్చింది. ఇందుకు సంబంధించి ఏపీ ఎన్నికల ప్రధానాధికారి ముఖేష్ కుమార్ మీనా కీలక సూచనలు చేశారు. అర్హులైన గ్రామవార్డు సచివాలయ ఉద్యోగులను పోలింగ్ పార్టీలుగా సార్వత్రిక ఎన్నికల్లో విధులు అప్పగించొచ్చని సూచించారు.
ఈ మేరకు అన్ని జిల్లాల అధికారులకూ కీలక సూచనలు జారీ చేశారు. ఎన్నికలకు సంబంధించి ప్రధాన విధులు వారికి అప్పగించొద్దని కేంద్ర ఎన్నికల సంఘం స్పష్టం చేసింది. ఓటర్లకు ఇంకు రాసే పనుల లాంటి విధులను మాత్రమే అప్పగించాలని ఈసీ ఆదేశించింది.
ప్రతీ పోలింగ్ పార్టీలోనూ అర్హులైన ఒక రెగ్యులర్ గ్రామవార్డు సచివాలయ ఉద్యోగిని నియమించుకోవచ్చని వెల్లడించింది. బీఎల్ఓలుగా వ్యవహరించిన గ్రామవార్డు సచివాలయ సిబ్బందిని పోలింగ్ విధుల్లోకి తీసుకోవద్దని ఈసీఐ తేల్చి చెప్పింది.
బీఎల్ఓలకు పోలింగ్ రోజున వారికి ఎన్నికల విధులు కాకుండా ఇతర విధులు అప్పగించేలా ఉత్తర్వులు ఇవ్వాలని స్పష్టం చేసింది. గ్రామవార్డు వలంటీర్లకు ఎలాంటి పరిస్థితుల్లోనూ ఎన్నికల సంబంధిత విధులు అప్పగించవద్దని స్పష్టం చేస్తూ ఈసీఐ ఆదేశాలు జారీ చేసింది. అభ్యర్ధులకు పోలింగ్ ఏజెంట్లుగా వలంటీర్లను అనుమతించవద్దని ఈసీఐ తేల్చి చెప్పింది.

Force deployment chart indicating how the CAPF and State Forces have been deployed in the constituency, clearly indicating how many of the critical / vulnerable PSs have been covered by the CAPF. It may also be intimated whether the force deployment plan has been discussed and finalized in consultation with General Observer.
How many polling stations have been covered with webcasting? AC wise total number of critical polling stations and how many of them have been covered by CAPF?
What is the arrangement(s) in those polling stations where there is no webcasting? How many Micro-Observers have been deployed? What is the procedure adopted in deputing the Micro Observers? Who has deployed thea5 the Micro Observers at the polling stations?
Please confirm whether Government paid village/ ward volunteers have been involved in the election duty. If yes, please also specify whether specific permission in this regard has been taken from the ECI.
Specific report be sent about the stone pelting incident involving Sh.Chandrababu Naidu and the action taken so far.
You are hereby directed that Government paid village/ ward volunteers to be kept away from all election related activities if they have been involved. They should not be made polling agents of any candidate.

I am directed to refer to your letter no. 253/Elecs.D/A1/2024-1 dated 30.01.2024 on the subject cited above and to state that the Commission has no objection to deploy eligible regular Gram/Ward Sachivalayam employees as part of polling parties in the forthcoming simultaneous elections to the Lok Sabha and APLA, 2024, with the following conditions:
- i. Gram/ Ward Sachivalayam employees shall be assigned duty only as OPO for miscellaneous work like applying indelible ink to the voter sand other sundry jobs only.
- Each polling party formed can have maximum one such eligible regular Gram/Ward Sachivalayam employees.
- Gram/Ward Sachivalayam employees deployed as BLOS shall not be deployed in polling parties, as they have other duties assigned on poll day as per extant instructions.
- Village/Ward Volunteers shall neither be deployed for any kind of election related works nor shall they can act as polling agents of any candidate, as directed earlier by the Commission vide letter no. 100/AP-HP/1/SOU3/2021/793 dated 13th April 2021.
