In continuation of the instructions issued in the reference 5th cited to Conduct door-to-door campaigns on every Friday to promote the use of Mana Mitra (WhatsApp Governance), it is hereby informed that the Government has decided to further intensify Door-to-Door Campaign program from 7th November 2025 (Friday) and shall be continued on every Friday across all Village and Ward Secretariats.
The objective of this campaign is to ensure maximum household- level awareness and increased usage of WhatsApp-based citizen services under Mana Mitra App and to enable every family to avail the benefits of Digital Governance without delay or difficulty.
Accordingly, the following Modalities and Guidelines are issued for effective conduct of the campaign:
a. All Village/ Ward Secretariats shall conduct a Door-to-Door Awareness Campaign on Every Friday duly involving all functionaries.
The objective of this campaign is to ensure maximum household- level awareness and increased usage of WhatsApp-based citizen services under Mana Mitra App and to enable every family to avail the benefits of Digital Governance without delay or difficulty.
Accordingly, the following Modalities and Guidelines are issued for effective conduct of the campaign:
a. All Village/ Ward Secretariats shall conduct a Door-to-Door Awareness Campaign on Every Friday duly involving all functionaries.
b. During the visit, functionaries shall:
i. Demonstrate the process of availing services through WhatsApp (Mana Mitra App).
ii. Distribute pamphlets and display QR codes for easy access.
iii. Record the number of households covered and citizens registered for Services.
C. Panchayat Secretaries / Ward Administrative Secretaries shall coordinate the campaign with all Secretariat Functionaries and ensure full coverage of their respective jurisdiction.
d. Village Revenue Officers (VROS), Village Survey Assistants / Ward Revenue Secretaries shall create awareness on Revenue and Land- related services available through WhatsApp.
e. Energy Assistants / Energy Secretaries shall sensitize citizens on Energy-related WhatsApp services including Bill Payment, New Connection, and Complaints.
f. Agriculture Horticulture Sericulture / Veterinary / Fisheries / ANM / Ward Health Secretaries shall participate actively and educate the public on the department-wise WhatsApp services.
g. No Functionary shall apply for leave on the day of the campaign except under medical emergencies.
h. District GSWS Officers and DLDOS shall monitor and report the progress of the campaign to this office by 8th November 2025 through prescribed formats.
i. Municipal Commissioners / MPDOS shall extend necessary support and ensure logistics and publicity in local media.
In view of the above, all the Collectors & District Magistrates in the state are requested to issue necessary instructions to the concerned officials and ensure 100% household coverage under this campaign. The collective efforts of the field staff will strengthen citizen participation and enhance the visibility of Government services under Mana Mitra App through WhatsApp Governance.
