In the reference 1st cited, Government have categorized the Village Ward Secretariats & Rationalized the Functionaries and directed deployment of optimum number of Functionaries in all Village / Ward Secretariats and ensure minimum 6, 7 & 8 Functionaries in Category A.B&C Secretariats respectively for effective addressing of grievances and delivering of various services and schemes to the satisfaction of public.
2. Further vide reference 2nd cited, Government has issued certain guidelines requiring Prior intimation to GSWS Department while giving promotions and deputations/ OD arrangements of Village / Ward Secretariat Functionaries, to ensure the smooth functioning of the Village Ward Secretariats.
3. In the reference 3rd cited, the Director, GSWS, Vijayawada has informed that the deployment of an optimum number of functionaries is essential for the effective discharge of various functions. The rationalization of functionaries and grouping of secretariats is intended to utilize the services of functionaries at optimum level.

3. In the reference 3rd cited, the Director, GSWS, Vijayawada has informed that the deployment of an optimum number of functionaries is essential for the effective discharge of various functions. The rationalization of functionaries and grouping of secretariats is intended to utilize the services of functionaries at optimum level.
It is one of the ways to remove the hurdles like uneven number of working strength in various secretariats in functioning of the system up to the satisfaction of public. Meanwhile, the DPOs of Prakasam and West Godavari Districts have intimated the award of promotions from Panchayat Secretary Grade -VI to Grade-V in Village Secretariats.
Hence, he has requested the Government to issue necessary instructions to all District Collectors to follow the steps while posting the promoted the Panchayat Secretaries from Grade-VI to Grade-V, for seamless delivery of services and to lessen the inconvenience to the public.

Government after careful examination, hereby issues the following guidelines to adhere to while effecting postings of Panchayat Secretary Grade-VI to Grade-V promotees in the Village Ward Secretariats in the state, with a view to minimizing public inconvenience and ensuring smooth functioning of Village Ward Secretariats.

- 1. Wherever the post of Panchayat Secretary Grade-V is vacant in the same Village Secretariat, the promotee shall be posted in the same place. The individual shall attend to both the duties.
- 2. If the post of Panchayat Secretary Grade-V is already working in the same Village Secretariat, the promotee shall be posted to other Village Secretariats where the posts of Digital Assistants are vacant, as far as possible.
- 3. The Panchayat Secretary Gr-V shall be instructed to attend invariably the duties of Digital Assistants wherever posts are vacant, or where the posts are not positioned as per rationalization norms.
