ORDER

1. The Government has established 15004 Swarna Gramam and Swarna Wardu in the State as the cutting edge of administration for delivery of citizen-centric services and welfare schemes to the citizens at their doorstep. Various functionaries of the line departments are positioned in the respective Swarna Gramam and Swarna Wardu offices for effective delivery of services and implementation of Government schemes vide references 6th and 7th read above.

2. In the 8th & 9th references read above, the Government declared the probation of eligible Swarna Gramam and Swarna Wardu Functionaries of various Line Departments in relaxation of Rule 18(a) of the Andhra Pradesh State and Subordinate Service Rules, 1996. Accordingly, the regular scales of pay were made applicable to the Functionaries appointed in the 2019 and 2020 recruitment batches with effect from 01.07.2022 and 01.05.2023 respectively, on satisfactory completion of two years' probation, during which period the Functionaries concerned had drawn consolidated pay of Rs.15,000/- per month.

3. The Government introduced the Automatic Advancement Scheme (AAS) for employees who stagnate in the same post/cadre due to non-availability of promotional opportunities. The periodicity of the Automatic Advancement Scheme was modified to 6/12/18/24 years. Accordingly, an employee who completes 6 years of qualifying service in a particular post is eligible for the Special Grade Post Scale, being the next higher scale above the scale of pay of the post held, subject to the conditions prescribed under the Scheme.

4. In reference 5th read above, under the 11th Pay Revision Commission, Government continued the Automatic Advancement Scheme with eligibility for grant of Special Grade on completion of 6 years of service in the same post, subject to the conditions prescribed therein and the clarifications/instructions issued from time to time.

5. In the reference 11th read above, the Director, SGSW, Vijayawada, has requested the Government to extend the benefit of the Automatic Advancement Scheme to the eligible Swarna Gramam and Swarna Wardu Functionaries appointed during the 2019 and 2020 recruitment years, who have completed 6 years of qualifying service in the same post/cadre.

6. Government, after careful examination of the matter, hereby accord permission to extend the benefit of the Automatic Advancement Scheme to the eligible Swarna Gramam and Swarna Wardu Functionaries appointed during the years 2019 and 2020 notifications, for grant of the Special Grade Post Scale on completion of Six (6) years of qualifying service in the same post/cadre, subject to fulfilment of all the eligibility conditions prescribed under 11th PRC for Automatic Advancement Scheme.

7. The concerned Line Departments/Heads of Departments/Competent Authorities shall take necessary action for sanction of the Special Grade Post Scale to the eligible Swarna Gramam and Swarna Wardu Functionaries.

8. The Director, SGSW, Vijayawada shall take necessary further action in the matter accordingly.
