AP SGSW GO 8: DDO Powers Transferred from Panchayat Secretaries & Municipal Commissioners to MSGOs & USWOs. . Andhra Pradesh Government has issued G.O.Ms.No. 8, dated 15 October 2026, regarding the designation of Mandal Swarna Gramam Officers (MSGOs) and Urban Swarna Wardu Officers (USWOs) as Drawing and Disbursing Officers (DDOs) for Swarna Gramam and Swarna Wardu functionaries. These SGSW Department orders revise the existing DDO arrangements to streamline salary withdrawal and disbursement, bill processing, and establishment matters across Swarna Gramam and Swarna Wardu offices in Andhra Pradesh.
Now the Panchayat Secretaries need not prepare the Salary Bills, since they are now designed to Mandal Swarna Gramam Officers (MSGOs), similarly USWO will draw the salaries for Swarna Gramam and Swarna Wardu Functionaries.
AP SGSW GO 8 Overview
The Government has designated 660 Mandal Swarna Gramam Officers (MSGOs) as DDOs for Swarna Gramam offices within their respective mandal jurisdictions and 123 Urban Swarna Wardu Officers (USWOs) as DDOs for Swarna Wardu offices within their respective ULB jurisdictions.
The new arrangement replaces Panchayat Secretaries and Municipal Commissioners who were previously functioning as DDOs. The Director, SGSW, will coordinate with the Director of Treasuries and Accounts (DTA) for the required CFMS portal changes, including creation and mapping of DDO codes.

Background
Government established 15,004 Swarna Gramam and Swarna Wardu offices in the State to deliver citizen-centric services and welfare schemes at citizens’ doorsteps. Employees from various line departments were positioned in these offices for effective service delivery and implementation of welfare schemes, as referred to in G.O.Ms.No.110, PR&RD Department, dated 19.07.2019, and G.O.Ms.No.217, MA&UD Department, dated 20.07.2019.
Through G.O.Ms.No.10, SGSW Department, dated 28.08.2025, the Government sanctioned a three-tier SGSW structure at District, Mandal and ULB levels, with 2,778 posts. District SGSW Offices, Mandal Swarna Gramam Sections and ULB-level Swarna Wardu Sections were established to strengthen administrative control, coordination, supervision and monitoring.
Through G.O.Ms.No.1, SGSW Department, dated 09.02.2026, the Government issued guidelines on the roles and responsibilities of District Swarna Gramam and Swarna Wardu Officers, Mandal Swarna Gramam Officers and Urban Swarna Wardu Officers.
Existing DDO Arrangements
The Director, SGSW, Vijayawada, reported that the following officers were functioning as DDOs under the existing arrangement:
| Existing DDO | Number | Offices covered |
|---|---|---|
| Panchayat Secretaries | 9,943 | 11,080 Swarna Gramams |
| Municipal Commissioners | 123 | 3,924 Swarna Wardus |
The Director stated that the large number of DDOs was causing difficulties in exercising control, duality and delays in decision-making. The proposal was made to reduce the burden on the existing DDOs and streamline salary withdrawal and disbursement, bill processing and other establishment matters.
Government Orders
After careful examination of the proposal and with a view to streamlining administration under the SGSW three-tier structure, the Government orders the following changes in the existing DDO arrangements:
- Mandal Swarna Gramam Officers (MSGOs): The 660 MSGOs are designated as Drawing and Disbursing Officers (DDOs) for all Swarna Gramam Offices under their respective mandal jurisdictions, in place of the Panchayat Secretaries who were previously functioning as DDOs.
- Urban Swarna Wardu Officers (USWOs): The 123 USWOs are designated as DDOs for all Swarna Wardu Offices under their respective Urban Local Body (ULB) jurisdictions, in place of the Municipal Commissioners who were previously functioning as DDOs.
CFMS Portal and Implementation
The Director, SGSW, Vijayawada, shall approach the Director of Treasuries and Accounts (DTA) for the necessary changes in the CFMS portal. These changes include creation and mapping of DDO codes for the designated officers to enable withdrawal and disbursement of salaries and processing of bills for SGSW functionaries.
