AP Nethannala Sevalo Scheme Guidelines GO 187 [నేతన్న సేవలో పథకం గైడ్ లైన్స్] 

Read the following.

ORDER:
The Government of Andhra Pradesh has announced to implement “Nethannala Sevalo” scheme by extending financial assistance of Rs. 25,000/- per household per annum to all Handloom Weavers regardless of the age, irrespective of the number of looms owned by them.

2. The “Nethannala Sevalo” scheme is an economic support scheme with an objective to provide financial aid to all the active handloom weavers to procure dyes & chemicals, yarn, modernization of the equipment, replacement and repairs of handlooms to improve the production and productivity there by enhancing the income levels and economic sustainability of the handloom weavers to compete with the power loom sector.

3. In the reference 1st read above, the Commissioner of Handlooms & Textiles, has furnished detailed guidelines and procedure for implementation of the Nethannala Sevalo” scheme for providing Rs. 25,000/- per household per annum to all Handloom Weavers regardless of the age, irrespective of the number of looms owned by them, to be given to those below poverty line and the same are annexed to this order.

4. Government after careful examination of the matter hereby agree to the proposal to assist the weaver households under scheme of “Nethannala Sevalo” by providing Rs. 25,000/- per household per annum to all Handloom Weavers regardless of the age, irrespective of the number of looms owned by them, to be given to those below poverty line, subject to following conditions:

• a. The assistance of Rs. 25,000/- shall be paid to the head of the weaver household who owns a Handloom irrespective of age.
• b. One weaver family shall be eligible for only one benefit, irrespective of the number of looms owned by them.
• c. The weaver family shall belong to the Below Poverty Line category.
• d. The expenditure for the scheme shall be met from B.E.2026 -27 sanctioned by the Government under various Welfare Departments in the name of Financial Assistance to Handloom Weavers.

5. The Commissioner of Handlooms & Textiles shall take necessary action accordingly.

6. This order issues with the concurrence of the Finance (FMU. I&I, I&C) Department vide their U.O.No.FIN01-FMU0ASD(IC)/7/2026 Computer No.3255392, dated: 29.07.2026.

GUIDELINES FOR IMPLEMENTATION OF THE “NETHANNALA SEVALO” SCHEME

I. Objective:
To provide financial aid to all the active handloom weavers to procure dyes & chemicals, yarn, modernisation of the equipment, replacement and repairs of handlooms to improve the production and productivity there by enhancing the income levels and economic sustainability of the handloom weavers to compete with the power loom sector.

II. Eligibility:

• a. The scheme is applicable to all Handloom Weavers who are actually engaged in Handloom Weaving and seeking their livelihood from Weaving, and who are present in the Departmental Data Base.
• b. One weaver household shall be eligible for only one benefit, irrespective of the number of looms owned by them, who belong to the below poverty line.
• c. Re-verification of the existing Weaver database with the department by Swarna Gramam and Swarna Wardu (SGSW) to cover leftover beneficiaries, if any, deletions and updation of details. The re-verification will be completed by 31-07-2026 and will be the basis for distribution of “NETHANNALA SEVALO”

III. Pattern of the Assistance:
Assistance of Rs. 25,000/- to head of every eligible Weaver household in the State through DBT.

IV. Mode of Implementation:

• a. The Assistant Directors (H&T)/ DHTOs in the State with the approval of DLC/ District Collectors concerned will submit the list of eligible Handloom Weaver households for granting Rs. 25,000/- per household along with Bank Account No, Aadhaar No., and other details every year.
• b. The beneficiary list shall be displayed in the Swarna Grama and Swarna Wardu (SGSW) for social audit.
• c. Provisions will be made for additions, deletions or to make changes in the Data base.
• d. The Welfare Corporations under respective Welfare Departments shall implement the scheme in respect of the beneficiaries belonging to their Departments and shall issue sanction proceedings as per the beneficiary list communicated by SGWS Department.

"నేతన్నల సేవలో" పథకం సారాంశం

ఆంధ్రప్రదేశ్ ప్రభుత్వం దారిద్య్రరేఖకు దిగువన (BPL) ఉన్న చేనేత కార్మికుల కుటుంబాలకు ప్రతి సంవత్సరం రూ. 25,000/- ఆర్థిక సహాయం అందించడానికి ఈ పథకాన్ని 2026-2027 ఆర్థిక సంవత్సరం నుండి అమలు చేయాలని నిర్ణయించింది. ఈ ఉత్తర్వులు 29 జూలై 2026న జారీ చేయబడ్డాయి.

పథకం యొక్క ముఖ్య ఉద్దేశ్యం

• చేనేత కార్మికులు రంగులు, రసాయనాలు మరియు నూలు కొనుగోలు చేయడానికి ఈ ఆర్థిక సహాయం అందించబడుతుంది.
• మగ్గాల ఆధునికీకరణ, వాటికి అవసరమైన మరమ్మతులు మరియు విడిభాగాల మార్పిడి చేసుకోవడానికి ఇది ఉపయోగపడుతుంది.
• ఉత్పత్తిని పెంచి, పవర్ లూమ్ రంగంతో పోటీ పడే విధంగా చేనేత కార్మికుల ఆదాయ స్థాయిలు మరియు ఆర్థిక స్థిరత్వాన్ని మెరుగుపరచడం ఈ పథకం ప్రధాన లక్ష్యం.

అర్హతలు మరియు నిబంధనలు

• వాస్తవంగా చేనేత వృత్తిలో ఉంటూ, దానిపైనే జీవనాధారం పొందుతున్న దారిద్య్రరేఖకు దిగువన (BPL) ఉన్న వారు ఈ పథకానికి అర్హులు.
• ఒక కుటుంబానికి ఎన్ని మగ్గాలు ఉన్నప్పటికీ, కేవలం ఒకే లబ్ధి (ఒకరికి మాత్రమే రూ. 25,000/-) చేకూరుతుంది.
• వయసుతో సంబంధం లేకుండా మగ్గం కలిగిన చేనేత కుటుంబ యజమానికి ఈ సహాయం చెల్లించబడుతుంది.
• ఈ పథకానికి అర్హులైన వారి జాబితాను "స్వర్ణ గ్రామం మరియు స్వర్ణ వార్డు (SGSW)" ద్వారా 31-07-2026 నాటికి తిరిగి ధృవీకరించి (Re-verification) డేటాబేస్ ను ఖరారు చేస్తారు.

అమలు విధానం

• అర్హులైన చేనేత కుటుంబ యజమానులకు ప్రతి ఏటా రూ. 25,000/- డైరెక్ట్ బెనిఫిట్ ట్రాన్స్‌ఫర్ (DBT) ద్వారా నేరుగా వారి బ్యాంకు ఖాతాలో జమ చేయబడతాయి.
• పారదర్శకత కోసం, సామాజిక తనిఖీ (Social Audit) నిమిత్తం లబ్ధిదారుల జాబితాను స్వర్ణ గ్రామ మరియు స్వర్ణ వార్డు (SGSW) సచివాలయాల్లో ప్రదర్శిస్తారు.
• డేటాబేస్ లో పేర్లను చేర్చడానికి, తొలగించడానికి లేదా మార్పులు చేయడానికి తగిన అవకాశాలు కల్పించబడతాయి.
• సంబంధిత సంక్షేమ శాఖల ఆధ్వర్యంలోని సంక్షేమ కార్పొరేషన్లు ఈ పథకాన్ని అమలు చేస్తాయి.

లబ్ధిదారుల గణాంకాలు (2026 సర్వే ప్రకారం)

రాష్ట్రవ్యాప్తంగా మొత్తం 28 జిల్లాల్లో 51,952 చేనేత కుటుంబాలు ఈ పథకం కింద గుర్తించబడ్డాయి.
