ఆంధ్రప్రదేశ్ ప్రభుత్వం 2047 నాటికి స్వర్ణ ఆంధ్రప్రదేశ్ లక్ష్యంగా పని చేస్తోంది. ఈ లక్ష్యంలో భాగంగా సంపన్న, ఆరోగ్యకరమైన, సంతోషకరమైన ఆంధ్రప్రదేశ్ నిర్మించడానికి పది మార్గదర్శక సూత్రాలు (పదిసూత్రాలు) నిర్ణయించబడ్డాయి. వాటిలో అతి ముఖ్యమైన లక్ష్యం: జీరో పావర్టీ (సున్నా పేదరికం).
ఈ లక్ష్య సాధన కోసం ప్రభుత్వం ఒక కొత్త డేటా-ఆధారిత సంక్షేమ వ్యవస్థను రూపొందిస్తోంది — దాని పేరే Family Benefit Management System (FBMS).
What is FBMS? — FBMS అంటే ఏమిటి?
FBMS అనేది ఒక సమగ్ర కుటుంబ డేటాబేస్ వ్యవస్థ. ఈ వ్యవస్థ ద్వారా:
- కుటుంబాన్ని యూనిట్గా -ప్రతి కుటుంబాన్ని సంక్షేమ పంపిణీలో కేంద్ర యూనిట్గా పరిగణిస్తారు
- సింగిల్ డేటాబేస్ -అన్ని పథకాల సమాచారం ఒకే చోట నిల్వ చేయబడుతుంది
- సరైన లక్ష్యీకరణ -అర్హులైన కుటుంబాలకు మాత్రమే ప్రయోజనాలు అందేలా చేయడం
- పారదర్శకత - కుటుంబాలు తమకు అందిన మొత్తం ప్రయోజనాలు చూసుకోవచ్చు
Why this System? — ఈ వ్యవస్థ ఎందుకు అవసరం?
ఇప్పుడున్న సంక్షేమ పంపిణీ వ్యవస్థలో అనేక లోపాలు ఉన్నాయి:• అర్హులైన వారికి పథకాలు అందడం లేదు.
• అనర్హులైన వారికి ప్రయోజనాలు వెళ్తున్నాయి.
• ఒకే కుటుంబం నుండి వేర్వేరు పేర్లతో పలు లబ్ధి పొందడం జరుగుతోంది.
• కుటుంబానికి మొత్తంగా ఎంత ప్రభుత్వ సహాయం అందుతోందో స్పష్టత లేదు.
FBMS ఈ అన్ని సమస్యలను పరిష్కరించడానికి రూపొందించబడింది.
మంత్రుల బృందం ఈ క్రింది అంశాలను పరిశీలించి సిఫార్సులు చేయాల్సి ఉంటుంది:
- 1"కుటుంబం" నిర్వచనాన్ని ఖరారు చేయడం — పెద్ద కుటుంబాలను ప్రోత్సహించే విధంగా, కుటుంబ కార్డు కోసం వర్తించే నిర్వచనాన్ని రూపొందించడం.
- 2ఆర్థిక అర్హత ప్రమాణాలు (Economic Eligibility Criteria) నిర్ణయించడం — "హేవ్స్" మరియు "హేవ్-నాట్స్" మధ్య అంతరాన్ని తగ్గించే లక్ష్యంతో.
- 3కుటుంబ పరిమాణం ప్రకారం వేర్వేరు ప్రయోజనాలు: చిన్న (1–3), మధ్యమ (4–6), పెద్ద (7+) కుటుంబాలకు భిన్నమైన ప్రయోజనాలు సిఫారసు చేయడం.
- 4ఒక కుటుంబం మొత్తం పొందగలిగే గరిష్ట ప్రయోజనాలపై పరిమితి (Ceiling) నిర్ణయించడం — పబ్లిక్ ఫండ్స్ సమర్థంగా వినియోగించడానికి.
- 5FBMS చట్టం మరియు నిబంధనలు సమీక్షించడం — Family Card జారీ, డేటాబేస్ నిర్వహణ విధానాలు ఖరారు చేయడం.
Family Card — ఫ్యామిలీ కార్డు
FBMS వ్యవస్థలో ఒక కీలకమైన అంశం — ఫ్యామిలీ కార్డు. ఈ కార్డు ద్వారా ప్రతి కుటుంబం ప్రభుత్వ పథకాలు, సేవలు పొందేందుకు ఒకే గుర్తింపు పత్రంగా వినియోగించవచ్చు. ఇది ఒక ఆధార్ కార్డు వలె కానీ కుటుంబం మొత్తానికి వర్తించే కార్డుగా రూపొందనుంది.
💡 కుటుంబ పరిమాణం ప్రకారం ప్రయోజనాలు మారవచ్చు: చిన్న కుటుంబాలు (1–3 మంది), మధ్యమ కుటుంబాలు (4–6 మంది), పెద్ద కుటుంబాలు (7+ మంది) — ప్రభుత్వం పెద్ద కుటుంబాలను ప్రోత్సహించే విధంగా పథకాలు రూపొందించే అవకాశం ఉంది.AP Family Benefit Management System GO 72

ORDER:
The Government of Andhra Pradesh has set a long-term vision of Swarna Andhra@2047 to build a wealthy, healthy and happy Andhra Pradesh. In pursuance of this vision, ten guiding principles (Padisutralu) have been Laid down, the fore most of which is the goal of achieving Zero Poverty.
2. In alignment with the above objective, the Government is focusing on strengthening institutional mechanisms and leveraging data-driven systems to ensure effective targeting, saturation of eligible benefits and improved delivery of welfare and public services at the household level.
3. The Family Benefit Management System (FBMS) is envisaged as a systemic enabler that places the ‘family as the unit’ principle at the Centre of benefit and service delivery. FBMS aims to establish a robust and dynamic family database that serves as a single source of truth for welfare and public service delivery. The system is intended to facilitate saturation of eligible schemes, enable proactive identification of beneficiaries to the extent possible and minimize misdirection of benefits through objective economic eligibility parameters. The platform will also provide families with holistic visibility of benefits and services delivered to them by various departments of the Government.
4. A review meeting was conducted under the chairmanship of the Hon’ble Chief Minister on 4th March 2026, wherein it was decided to constitute a Group of Ministers to review the various proposed reforms and finalize the recommendations.
5. The Government hereby constitutes a Group of Ministers with the following Ministers:

6. The Principal Secretary to the Government, Planning Department shall be the convener of the above group of ministers and coordinate the meeting proceedings.
7. The Group of Ministers may invite special invitees from concerned departments, if required.
8. The terms of reference & scope of work of the Group of Ministers shall include the following:
- a. To examine and finalize the definition of “family” which shall apply to state schemes, services and the proposed family card in line with the objective of the Government to promote ‘family as a unit’ and larger families in the State, while keeping the potential financial and administrative impact of such a definition on existing and future schemes.
- b. To examine and recommend a comprehensive economic eligibility criterion for various welfare schemes for rationalization of existing beneficiaries, improved targeting and reduction of the gap between ‘haves ‘and ‘have-nots’.
- c. To review and recommend reforms in scheme benefits to provide differentiated benefits to small (1-3 members), medium (4-6 members) and large (more than 7members) families in line with the government’s objective of promoting larger families and discouraging artificial splitting of households in the household database.
- d. To review and recommend a framework for the ceiling on total benefits that may be availed by a family from across various schemes to ensure optimal and efficient use of funds from the public exchequer while also providing an adequate social security net for families in need.
- e. To review the provision so the proposed Family Benefit Management System (FBMS) Bill and rules to be framed therein, including the appointment to the dedicated authority to maintain the family database, creation, updation and use of the family database and issuance of use of proposed family card for scheme and service delivery in the state.
9. The Principal Secretary to the Government, Planning Department, shall take further necessary action in this regard.
