ORDER:
1. In the G.O. 1st read above, Government constituted the Ward Secretariat system in the State. Subsequently, Government, in G.O. 2nd read above prescribed promotional channels for the Ward Secretariat functionaries and also issued Andhra Pradesh Municipal General Subordinate Service Rules, 2019 vide G.O. 3rd read above.
2. Government constituted a Group of Ministers (GoM) for finalising and channelizing promotional avenues to the Village/Ward Secretariat functionaries vide G.O. 4th read above. The Group of Ministers, in its meeting held on 25.03.2026, considered the promotional avenues of the SGSW functionaries and made recommendations for creation of appropriate intermediary posts and channelisation of promotions.
3. The Commissioner & Director of Municipal Administration, AP, in letters 5th and 7th read above and Director of Town & Country Planning, AP, vide letter 6th read above have furnished proposals for creation of promotional avenues for the four Ward Secretariat functionaries i.e., Ward Administrative Secretaries, Ward Data Processing Secretaries, Ward Planning & Regulation Secretaries, Gr. II and Ward Sanitation & Environment Secretaries Gr. II., by restructuring / upgrading of posts available at entry level and creation of the required promotional posts.
4. The proposal, inter alia, contemplated creation of 815 posts of Junior Assistant duly utilizing the surplus posts of Ward Amenities Secretaries (458 No.s) and Ward Planning and Regulation Secretaries (457 No.s), available in terms of G.O.Ms.No.4 of Grama Sachivalayams and Ward Sachivalayams Dept., Dt.17.05.2025 and providing promotions to the Data Processing Secretaries to Ward Administrative Secretaries and upgradation of 815 posts each of Ward Sanitation & Environment Secretary, Grade-II and Ward Planning & Regulation Secretary, Grade-II to the respective Grade-I posts.
5. Government after careful examination of the matter and in order to operationalise the promotional channel prescribed for Ward Administrative Secretaries under G.O.Rt.No.523, MA&UD (UBS) Department, dated 21.08.2019, and to provide adequate promotional opportunities to the eligible functionaries, decided to restructure the surplus post strength identified in the cadres of Ward Amenities Secretary, Grade-II and Ward Planning & Regulation Secretary, Grade-II and to create 815 posts of Junior Assistant there against.
6. Accordingly, Government hereby accord sanction for creation of 815 posts of Junior Assistant in the Municipal Administration & Urban Development Department by restructuring of the surplus post strength comprising 458 posts of Ward Amenities Secretary, Grade-II and 457 posts of Ward Planning & Regulation Secretary, Grade-II, totaling 915 posts, identified under the rationalisation exercise with no additional financial implication. The posts of Junior Assistant so created shall form part of the promotional cadre prescribed for Ward Administrative Secretaries under G.O.Rt.No.523, MA&UD (UBS) Department, dated 21.08.2019. The eligible Ward Administrative Secretaries shall be considered for promotion to the newly created posts of Junior Assistant.
7. Consequent upon promotion of eligible Ward Administrative Secretaries, the promotions to the eligible Ward Data Processing Secretaries shall be taken up in accordance with the promotional hierarchy prescribed under G.O.Rt.No.523, MA&UD (UBS) Department, dated 21.08.2019.
8. Government further accord approval for creation of 815 posts of Ward Sanitation & Environment Secretary, Grade-I and Ward Planning & Regulation Secretary, Grade-I by upgrading 815 posts in each of the respective Grade-II cadres and to operationalize the promotional channel of Ward Sanitation & Environment Secretary, Grade-II and Ward Planning & Regulation Secretary, Grade-II, as envisaged in G.O.Rt.No.523, MA&UD (UBS) Department, dated 21.08.2019.
9. The Commissioner & Director of Municipal Administration, AP and the Director of Town & Country Planning, AP, shall take necessary further action accordingly.
