The CDMA Circular Roc.No.22/285/2026/N Sec, dated 22 September 2026, directs the concerned authorities to sanction the Special Grade Post Scale to eligible Swarna Wardu Functionaries who have completed 6 years of qualifying service in the same post/cadre. The circular follows the Government's permission issued under G.O.Ms.No.7 dated 20-09-2026 of the Swarna Gramam and Swarna Wardu Department, extending the AAS benefit to eligible 2019 and 2020 recruitment-batch functionaries subject to the prescribed conditions under the 11th Pay Revision Commission.

1. The attention of all the RDMAs, RDDTPs, SE PHs and Municipal Commissioners in the State is invited to the reference cited, wherein, Government, SGSW Department have informed that, the Automatic Advancement Scheme (AAS) was introduced for employees who stagnate in the same post/cadre due to non-availability of promotional opportunities. The periodicity of the Automatic Advancement Scheme was modified to 6/12/18/24 years. Accordingly, an employee who completes 6 years of qualifying service in a particular post is eligible for the Special Grade Post Scale, being the next higher scale above the scale of pay of the post held, subject to the conditions prescribed under the Scheme.
2. Further, Government have declared the probation of eligible Swarna Gramam and Swarna Wardu Functionaries of various Line Departments in relaxation of Rule 18(a) of the Andhra Pradesh State and Subordinate Service Rules, 1996. Accordingly, the regular scales of pay were made applicable to the Swarna Wardu Functionaries appointed in the 2019 and 2020 recruitment batches with effect from 01.07.2022 and 01.05.2023 respectively, on satisfactory completion of two years' probation, during which period the Functionaries concerned had drawn consolidated pay of Rs.15,000/- per month.
3. Further, under the 11th Pay Revision Commission, Government continued the Automatic Advancement Scheme with eligibility for grant of Special Grade on completion of 6 years of service in the same post, subject to the conditions prescribed therein and the clarifications/instructions issued from time to time. Accordingly, vide reference above cited, Government, SGSW Department have issued orders according permission to extend the benefit of the Automatic Advancement Scheme to the eligible Swarna Gramam and Swarna Wardu Functionaries appointed during the years 2019 and 2020 notifications, for grant of the Special Grade Post Scale on completion of Six (6) years of qualifying service in the same post/cadre, subject to fulfilment of all the eligibility conditions prescribed under 11th PRC for Automatic Advancement Scheme and requested the Line Departments/Heads of Departments/Competent Authorities concerned to take necessary action for sanction of the Special Grade Post Scale to the eligible Swarna Gramam and Swarna Wardu Functionaries.
4. In view of the above, being the appointing authorities for the posts concerned, all the RDMAs, RDDTPs and SE PHs in the State are herewith directed to take immediate necessary action for grant of Special Grade Post Scale to the Swarna Wardu Functionaries who have completed Six (6) years of qualifying service under the administrative control of MA&UD Department and report compliance to this office without fail.
